 In 1954 Maharashtra State Government founded hill station municipal council for the development of the city, which is still acting for the development of the people and by the people. The area under the jurisdiction of the council is 1.58 Sq. Km. It is a C class Municipal Council where comprises of 17 elected members & 2 nominated members. As per the census 2001, the population of the city is 3452.

Panhala is a protected monument comes under Archeological Survey of India Act 1958. So operations like building, mining etc can’t be done without NOC from ASI. The main difference in Panhala & other archeological sites is that many archeological Sites rest in the city e.g. Shaniwar Wada in Pune but here The Whole City is in the Monument.


Main Functions for the city

Water Supply Scheme
The scheme run by Maharashtra Jeevan Pradhikaran. Since it’s not possible for the council to run the scheme because of huge expenditure of the scheme, which can’t get balanced with the income from this scheme. The source is @ 8 Km from the city & head is up to 500 m with four pumping stations. Beside this Council manages to protect water sources like wells on the fort.

Municipal Solid Waste Management
There are nearly 700 properties in the limits of the council. Door-to-door collection of waste is done by Ghanta-gadi. So Waste Collection beans are reduced by 80% . Daily sweeping of main road & cleaning of gutters is carried out by the contractor. The collected wet solid waste is processed by vermi compost. This processing project is on BOT basis.


Other functions like street light etc are carried out by the council. With all these duties, council successfully handles it’s environmental responsibility. Every year in rainy season regular plantation is done. There are five gardens owned by & maintained by the Council. Arboretum which is First of its kind in South Maharashtra. Full grown up trees with 10 to 15 feet height are planted on Circuit House to Tourist tax naka road.
5 to 6 lakhs tourists visit Panhala every year. So this tourist tax is the main source of revenue for the council.
